Immigrants arrive in and exit the Republic of Kazakhstan through the entry border points, open for international and passenger service of the Republic of Kazakhstan on passports or equivalent identity documents, and visas of the Republic of Kazakhstan, unless otherwise is provided by the statutes of the Republic of Kazakhstan and/or international agreements, ratified by the Republic of Kazakhstan.
Migration control over the procedure for the stay of foreigners and stateless persons in the Republic of Kazakhstan is carried out by the bodies of internal affairs.
The registration of immigrants' passports is carried out in a single information system "Berkut" (hereinafter - the SIS "Berkut").
Registration is confirmed by a visa of the Republic of Kazakhstan or a certificate of temporary registration of an immigrant or an insert to the passport of registration of an immigrant or a mark in the migration card that is affixed to:
1) The Border Guard Service of the National Security Committee of the Republic of Kazakhstan - at checkpoints across the State Border of the Republic of Kazakhstan to citizens of economically developed and politically stable countries determined by the procedure for issuing and approving invitations for the entry of foreigners and stateless persons to the Republic of Kazakhstan, issuing, Kazakhstan, as well as the extension and reduction of the period of their validity, approved by the Ministry of Foreign Affairs of the Republic of Kazakhstan jointly with Ministry of Internal Affairs;
2) The internal affairs bodies - at the place of temporary residence of immigrants, including the receipt of information from the host about immigrants staying with them through the SIS "Berkut".
Foreigners entering with the visa of the Republic of Kazakhstan are registered while crossing the State Border at the address indicated by the inviting party when formalizing the invitation.
Physical and legal persons receiving immigrants enter the information to the SIS Berkut portal via a personal digital signature via the websites vmp.gov.kz or egov.kz and print out the insert on registration on paper and put it to the passport of the immigrant.
Immigrants, who temporarily stay in the Republic of Kazakhstan more than five calendar days from the day of crossing the State Border of the Republic of Kazakhstan, should have temporary resident permit (registration), unless other procedures are established by virtue of agreement between the Republic of Kazakhstan and relevant party or by the Government of the Republic of Kazakhstan.
The immigrant do not need to register their passports if they:
- Hold diplomatic or service passports;
- Arrive in the Republic of Kazakhstan on “diplomatic”, “service”, “investors” visa of the Republic of Kazakhstan or have status “investor” to be confirmed by the authorized agency of the Republic of Kazakhstan for investments (for visa free regime states);
- Under the age of 16 years.
In accordance with the Government resolution of the Republic of Kazakhstan dated 23 December 2016 № 838, “On amending the resolution of the Government of the Republic of Kazakhstan dated 21 January 2012 № 148", “On adoption of Rules of entry and stay of immigrants in the Republic of Kazakhstan and their departure from the Republic of Kazakhstan and Rules of implementation of migratory control, and also registration of foreigners and stateless persons illegally crossing the State border of the Republic of Kazakhstan, illegally staying in the territory of the Republic of Kazakhstan, as well as individuals banned from entry to the territory of the Republic of Kazakhstan."
Citizens of following countries may enter and exit Kazakhstan without issuing visas if the period of stay in the Republic of Kazakhstan does not exceed 30 calendar days from the moment of crossing the State border of the Republic of Kazakhstan:

30. New Zealand
34. Republic of Korea
43. United Arab Emirates
44. United Kingdom of Great Britain and Northern Ireland
45. United States of America
We also inform that the internal affairs bodies of the Republic of Kazakhstan exercise the issuance of "business" category single entry visas of for a period of up to thirty calendar days based upon the application for extension of a stay for above mentioned countries in the territory of the Republic of Kazakhstan exceeding thirty calendar days for business purposes.
The internal affairs bodies of the Republic of Kazakhstan shall issue a single entry investor visa valid through 90 calendar days for above mentioned countries is subject to letter of authorized state agency for investments confirming status of “investor” of citizens of states, mentioned here above.
The persons, that host or invite, or individuals and legal entities, that provide hosting services, should inform the internal affairs bodies, of foreigners, who they host, within three business days from arrival irrespective of place of registration of the hosting person, by:
Filing a standard application form, as annexed to Rules on registration of immigrants’ passports, provision of information of foreigners by the hosting persons, preparation and issuance of migration cards, migration of foreigners, arrival of foreigner in certain places (territories) closed for visits of foreigners, and also transit passage of foreigners and stateless persons via the territory of the Republic of Kazakhstan
In case immigrant changes his temporary place of residence of the Republic of Kazakhstan, the receiving person informs the internal affairs bodies about it within three working days.
CHANGE OF RESIDENCE PLACE
The immigrants should re-register within five calendar days with the local internal affairs bodies in place of new residence, when they change permanent or temporary residence place. When the migration police register immigrants, who arrive for temporary staying, they should communicate local police officer the permitted period of staying in that place through the internal affairs bodies.
The staying period of immigrants is extended through the issuance of new or extending the existing visas’ period or through extending passport registration period as per the request of an individual or legal entity hosting the immigrant or of an immigrant. The officers of internal affairs bodies extend the staying period by entering the data into the SIS “Berkut”.
LOSS OF PASSPORT
In the event of loss of passport, an immigrant should immediately file a letter with a local internal affairs body, in which he/she should describe when, where, and how the document has been lost. Subject to the immigrant’s letter, registered as per the established rules, and whose identity is determined, the migration police office should issue a note that should be given to a foreigner in case of loss of passport or an equivalent of the document as per form annexed to Rules No.83 (clause 16, Rules No.83).
Based on the issued note, a foreigner should receive a new passport or equivalent identity document in the consular officers of his/her state, where his/her exit visa will be put.
