How to get the certificate about assignment of the address property

Service

Issue of a certificate to determine the address of real estate in the Republic of Kazakhstan

Terms of rendering services

Information on clarifying the address of real estate without history - 15 minutes;

How to get permission to connect to networks of water supply and Sewerage

To individuals:

To obtain technical conditions, the subscriber (Customer) provides the service provider with an application with the following documents:

  • copy of identity card;
  • a document certifying the right to own property (Information about the owner / copyright holder /, certificate of state registration of rights to real estate);
  • certificate of lack of debt for cold water (sewage).

If connecting to an existing private network, additional documents are required:

  • The original written statement of consent of each neighbor connected to this network;
  • A copy of the executive survey on a scale of 1: 500 (diagram) of the existing water supply / sewerage system with all ground and underground utilities and facilities, indicating the diameter of the pipe, material, the binding of water supply / sewage networks, the mark of the surface of the earth and the pipe (network laying depth).

The obtained technical conditions must be submitted to the city architecture and urban planning department in order to obtain a water supply and sanitation scheme for a residential building for design.

In the design and production of works, the water supply and (or) drainage scheme must be agreed with the State Institution “Housing and Public Utilities Division”, the Department of Traffic Police of the Internal Affairs Directorate, operating services, organizations and other persons whose interests are affected.

The landlord submits for approval to the service provider in 2 copies the project for connecting the residential building to the water supply and sewage networks.

The project of connection to the water supply and (or) sewage networks should contain:

  • Plan (geopodosnov) of the site on a scale of 1: 500 with the application of laid and existing networks indicating the diameters of pipelines, pipe materials and so on;
  • Water meter assembly installation diagram;
  • Profile of the laid water and (or) sewer line.

One copy of the agreed project is returned to the homeowner to complete the work, the second copy is registered and stored by the service provider.

After coordination, you can carry out land work and pipe laying to the connection point, which is specified in the technical specifications.

After the completion of excavation, the state institution "Department of Architecture and Urban Planning of the City" issues an Executive survey indicating: diameter, material of pipes, wells, marks, network connections.

After completing the laying of water supply (sewage) networks, it is necessary to leave a request to the service provider in order to insert your network into the service provider's network. Have an executive shoot with you.

Note: Inserting a private line to the water main (sewage) is carried out only by a team of locksmiths of the service provider.

Attention!

Any unauthorized connection to existing water supply or sewage systems (including connection to water taps, fire hydrants and house inlets and outlets) is prohibited. Unauthorized access to networks is subject to immediate disconnection and a fine is imposed on the homeowner.

According to paragraph 1.8 of the Technical Conditions, you need to install a water meter.

After the technical conditions are met, it is necessary to register the water supply (sewerage) with the service provider.

Compliance with the Technical Conditions issued by the service provider is mandatory for homeowners.

All work on the installation of water supply and sewerage and their further operation is carried out at the expense of the forces and means of the homeowner.

Legal entities:

To obtain technical conditions for legal entities, it is necessary to submit a statement with the following documents:

  • Copies of constituent documents of the owner of the organization;
  • Calculation of the balance of water consumption and wastewater of the connected facility with an indication of the types of water use, including during fire fighting. The calculation is carried out by licensed organizations and is provided on the letterhead of the design organization with a certified seal and signature.

For industrial enterprises:

  • Information on the composition of wastewater scheduled for discharge into the sewage system. The calculation is carried out by licensed organizations and is provided on the letterhead of the design organization with a certified seal and signature;
  • Object Assignment Information;
  • Topographic survey of the site on a scale of 1: 500 with all terrestrial and underground utilities.

After receiving the Technical conditions, it is necessary to carry out a detailed design of water supply and sewage networks and submit it for approval to the service provider.

How to obtain a permit for connection to networks of heat supply

Procedure for issuing technical specifications

In order to connect new consumers of heat energy to the centralized heat supply or when the connected heat load at the facilities increases, when reconstructing the building, the consumer needs to obtain permission to connect to heat networks. This permission is the technical conditions.

1. Classification of technical conditions

1.1. Technical conditions are issued in cases:

  • connection to the heat networks of newly commissioned objects;
  • changes in the amount of heat energy consumed (or heat carrier parameters) associated with the reconstruction or expansion of consumer heat-consuming installations and not corresponding to current technical conditions;
  • connection to heating networks of a previously unconnected object;
  • changes in the external heat supply scheme;
  • reconstruction of heating network facilities;
  • amending previously issued specifications and / or extending their validity.

2. Reception and consideration of documents:

2.1. Before submitting an application for the issuance of technical conditions, it is necessary to prepare the following package of documents:

2.1.1. A copy from a topological survey - to verify compliance with the protection zone of heating networks and preliminary determination of the point of connection of the object to heating networks.

2.1.2. The customer must perform a preliminary calculation of the heat demand of the facility:

2.1.3. The following documents are attached to the application:

Natural person (LE):

1. ID card (original and copy);

2. Certificate of registration of an individual entrepreneur (original and copy);

3. Documents confirming ownership (original and copy);

4. Copy from topological survey (original and copy);

5. Calculation of preloads.

Legal entity (LLP):

1. State certificate Registration (BIN) (original and copy);

2. Documents confirming ownership (original and copy);

3. Copy from topological survey; (original and copy);

4. Calculation of preloads.

2.2. Applications are accepted, preparation, execution, extension and change of technical conditions is carried out by the heat supply company of the city.

2.3. Based on the request and the attached documents, the heat supply company prepares technical conditions indicating the parameters, location and conditions of the connection of the facility, or a reasonable response to the applicant.

2.4. Applications for the issuance, extension, change of technical conditions are subject to mandatory registration.

3. Preparation and issuance of technical specifications

3.1. Technical conditions for connecting facilities to heating networks are prepared on the basis of an analysis of the reserve capacity of heat sources and the throughput of heating networks.

3.2. The lack of free available capacity in the heat source is the basis for refusing to issue technical conditions for connection.

3.3. In the absence of technical feasibility, the heat supply company prepares the applicant a reasoned answer about the impossibility of issuing technical specifications for heat supply.

3.4. Technical conditions for joining departmental heating networks are issued only with the written consent of the owner of the heating networks.

3.5. Payment for issuing and re-issuing technical specifications is not charged.

3.6. The procedure for issuing technical specifications for all categories of consumers is the same.

4. Extension of technical conditions

4.1. To extend the validity of the technical conditions, the customer must contact the heat supply company with a written statement before the expiration of the technical conditions. Otherwise, the right to declared thermal power is lost.

5. Change of technical conditions

5.1. To change the technical conditions, the customer must contact the heat supply company with a written statement, in which it is necessary to indicate the reason for the changes (change in the connection point, heat load, number of storeys, destination of the facility, connection diagrams of heat consumption systems, etc.).

5.2. In case of change of ownership of the facility, the new owner within ten business days from the date of registration of ownership in writing notifies the heat supply company of the change of ownership.

6. Terms for issuing technical specifications

6.1 After receiving an application within five business days, the heat supply company shall issue technical specifications for connecting newly constructed enterprises, buildings, structures, their queues or individual production facilities to the heating networks, reconstruction of existing enterprises, buildings, structures, heat-consuming installations and heating networks.

How to get permission to connect to the electricity supply

Obtaining technical conditions

The consumer applies to the energy transmission organization with an application for technical specifications. At the same time attaches the following package of documents:

  • copies of title documents for the object: state certificate of permanent / temporary ownership of land (with the information on the owner of the object form No. 2 of the public service center) and / or sales contract / gift agreement / exchange agreement / certificate of entry into the right of inheritance lease agreement and etc. with registration with the justice authorities;
  • a copy of an identity card for individuals or a copy of a certificate of state registration of a legal entity or a certificate of state registration of a legal entity;
  • calculation-justification of the declared capacity, performed with the assistance of an expert organization or performed independently;
  • situational plan.

In the case of third parties, additionally attach a power of attorney for filing applications and obtaining technical specifications, and a copy of the certificate of the authorized person.

Project approval

After receiving the technical conditions, the consumer turns to a specialized organization licensed to carry out the relevant works in the field of architecture, urban planning and construction for the development of a power supply project.

The representative of the design organization, or the customer contacts the power transmission organization to agree on design decisions with the provision of the following documentation:

  • cover letter on the coordination of the working draft;
  • a working draft of power supply in paper and electronic form in the “pdf” format (the composition of the working draft is determined by current standards, instructions and guidelines for design and technical specifications);
  • plan of the power supply route on a topo basis, agreed with the customer and interested organizations, persons;
  • copies of specifications.

The energy transmission organization considers and approves power supply projects for facilities with capacity in the following terms:

Performance CIW

After the approval of the power supply project, the consumer turns to a specialized organization, or to a power transmission organization for construction and installation works.

To carry out work in existing electrical installations of the power transmission organization, the organization performing the CIW receives admission for its personnel to carry out work in the relevant units of the power transmission organization. Subject to the performance of work by an external organization, the services of admission and observer are paid.

After completion of installation work, the organization that carried out the CIW, carries out acceptance tests of electrical installations and passes it to the consumer in an arbitrary form.
